Bob, Need to, no. The boat will operate just fine with multiple coats of paint. The down side to paint build up is the weight, which can add up over the years. Bottom paint is very heavy with the copper content. I never weighed a gallon, but it must be 30 or 40 lbs. When the paint chips off, the surface is open to growths and a less smooth bottom that equals drag.
Drag will cause you to run slower and use more gas, but you will not notice any difference in the performance or gas use if do the bottom. The gas you save will never add up to the cost of removing the paint. (if the yard does it) You can do it yourself. No major skills needed, just hard work. Yes it's a big up sell for the yard. They use unskilled help to do the work, and make high profit, soon to be even more profitable or higher priced, if pending reclamation legislation gets passed. Power washing and scraping will be need to be reclaimed and disposed of. Use ablative paint after you remove the old, and you should never have to remove it again, as the ablative paint wears off as you go. It does tend to build up on the transom.
