All,

Just an FYI as to where things are headed.  All of the NY area is a no 
discharge zone.  You can be boarded an inspected, so you must have a holding 
tank only.  You can have a overboard y  with a lock that can only be used off 
shore.  One town requires orange dye pellets to be inserted in the holding tank 
on all boats so you could be caught if you pump out in the wrong place.  

I was on board with a friend that was boarded by the CG and they said you would 
be sent back to port if you have any oil in the bilge.

Keep in mind that every town dumps millions of gallons of raw waste when it 
rains too hard.
One town has a pipe that boils up effluent non stop. You need to hold your nose 
when you go by.

When they passed the law originally, there were 2 pump out stations operating 
for 500,000 boats.

As I go through all my redo of the aft head in my boat, I
became curious of the No Discharge areas.  My '42 has both a Lectra San
(Type 1 MSD) and Microphor M-10 (Type 2 MSD).  That led me to ask what areas
would it be legal to actually discharge with my type 1 or type 2 in Puget
Sound?  I had only used holding tanks in the past so I was curious. 
>From fellow boaters I have heard every extreme of answer.  From that there
are no areas of Puget Sound where it is legal, to many many other combos.

Is this right?  If so...this states that it is legal to
discharge treated waste in any area of Puget Sound.  Could this really be
true?
