It's been 16 years since I was enforcing laws on Lake Washington but I seem to remember that HIN's were standardized (on the starboard side of the transom) some time after your boat was built. In 1971 manufacturers did their own thing. As another poster has opined, in cases such as yours a HIN is assigned by the state when you register it or the Coast Guard when you get a certificate of numbers.
