Thank you for answering my question.  It can be turned on when the boat is
on 110.  There are two battery chargers for the engine and house batteries
so I did not understand why there would be another charger through the
inverter?

My guess is the boat is (or was at one time) equipped with an
inverter / charger which is connected to the shore power and batteries
and coverts 12 volt into 110 household current. Often these units also
act as a battery charger when it is hooked to shorepower. I would look
in the engine are near the batteries for the inverter/charger. An
inverter allows you to use normal household 110v appliances and lights
while only on battery.
