I've been waiting to see if you receive any response to you query.  I have a 
friend (now living in Mexico) that use to sell a device that sounds like the 
one you linked.  I think it was called a

Barnacle Buster.  He would get a booth at the boat shows and set up shop.  
Unfortunately, I don't know if the thing actually worked  - sorry.  It made a 
ticking sound when turned on.  I have heard them in the marina.  Still I have 
no knowledge of the efficiency and I have no knowledge of anyone using one 
right now.
