Maybe you could use a fiberglass dock step? There are a few on our dock. I imagine you could find one with 3 steps. Or would the third step be the flybridge deck? Maybe a 2-step would do. I googled "boat dock steps" and got lots of hits. Maybe you can find one the right size.
