3G signal strength indicator icons

Bug description:
Currently indicator-network just uses one cellular indicator icon and
ignores the signal strengh entirely. Instead it should use different
icons based on signal strength. The name of the icons are "gsm-
3g-%STATE" (from bug 631391).
