[regression] Scrolling over the volume indicator should optionally
show the notify-osd

Bug description:
The sound indicator should respect the show-notify-osd-on-scroll gsettings
option of com.canonical.indicator.sound and show a notify-osd that indicates
the current volume value when scrolling over it.
This feature went away after the recent refactory of the indicator.
