This is possible in Trusty. The sound panel gained a checkbox "allow
louder than 100%". When checked, sound can be set to louder than 100%
across the system (from the sound panel, the sound menu and hardware
keys).

Bug description:
The volume controller on the indicator-sound can't set the volume that
is larger than 100. Sound Preferences can set it up to 150, so the
maximum value of the indicator should be suitable.
