[a11y] Panel volume window has some entries not accessible

Bug description:
PRECONDITIONS
* a11y enabled
* using orca
STEPS TO REPRODUCE IT
* Press F10 to give the focus to the panel
* Move to the volume indicator (current volume is speeched)
* Move down
EXPECTED OUTCOME
* Each time you select a row on the volume window, something meaningful is
speeched
ACTUAL OUTCOME
* When the focus is on the volume bar it is not announced, and when you
press right-left to change the value no value is announced
* When you select the visual icons (prev, play, next) nothing in announced
