On testing https://launchpad.net/~ci-train-ppa- service/+archive/ubuntu/landing-006/+packages, the alarm stutter issue seems to have been fixed. I tested this with several alarms and waited long enough for the phone to go to deep sleep and see if that triggers the issue. I say this is fixed due to https://code.launchpad.net/~charlesk/indicator-datetime/lp-1340329-when- alarm-is-shown-inhibit-sleep-and-force-display-on.
