The same bug was filed a long time ago. Because this bug can be reproduced without touching indicator-network (by sending the wifi disable commands from the command line) it was reassigned, but I can't for the life of me find what project it was assigned to.
I would assign this bug as a duplicate of that one, but as I can't find it now I'm just going to close this.
