"Restart" and "Shut Down" items do the same thing

Bug description:
The "Restart..." and "Shutdown..." session menu items open the exactly
same screen.
One solution is to merge them into a "Restart or shutdown..." menu
item.
Another is to set "com.canonical.indicator.session.suppress-restart-
menuitem" for "true" by default.
Another is for them to open different dialogs.
