My understanding (from the UCHS web site) is that the ordinance is local, i.e.
part of the Philadelphia code, so it's not safe to assume that the powers and
restrictions are the same.

I cannot help but wonder how accurate it is to compare us with Pittsburgh.   
Does the Pittsburgh neighborhood have as much economic and cultural diversity
as we do?  And are Pitt and Carnegie-Mellon expanding/developing at the same
pace that Penn and USP seem to be?

According to the meeting last Wednesday, there are federal tax incentives for
businesses, but not for individuals to do preservation/renovation on historic
buildings.   They did say that there is financial aid for individuals who need
assistance with repairs.
