Hi: It seems to me that by definition, the SHCA is a group of people that gather together to form opinons about an area, and then lobby officials to pass the kind of laws they see fit. There is no way that an entity like the SHCA can represent all of an area. In fact, it sounds like it really only represents the views of the people that care enought to come to its meetings etc.. etc...
What is the status of the SHNA in regards to legal standing? Shouldn't the SHNA seek to emulate the SHCA as a body that seeks active members, holds its own elections, and seeks to influence officials (UPENN and city) with its own viewpoints? Is there anything that makes SHCA special, other than the people at it core have the time to be the 'good 'ole boys' that have the connections to get things done their way? Obviously, this HD proposal has shown that the staus quo maintained by the SHCA is faltering, and rather than try to hold positions in it, a new body should seek to disrupt its power base and supplant it as the community powerbase in Univ City. -andy --On Thursday, June 13, 2002 10:22 AM -0400 "S.
