Building constructed outside of the designation's time-line-- designated

questions presented at the public meeting, the PHC stated that:

"When the Historical Commission reviews changes to a non-contributing 
property, it's to regulate how those changes affect the overall 
streetscape and environment of the district. Will the changes affect the 
overall size, scale and materials that make up the district? Although a 
property may be non-contributing, changes to it may adversely affect the 
neighborhood."

In a related question, about a house built in 1962, the PHC said:

"The Historical Commission looks at buildings as a reflection of the 
time in which they are built, whether its 1762, 1862 or 1962. Many of 
the houses in the Society Hill Historic District are contemporary and 
the Commission has approved changes that reflect their contemporary 
architecture."

In short, non-contributing homes _would_ be under the PHC's 
jurisdiction, but different standards would be applied.

For what it's worth, the Public Meeting questions didn't ask about 
sidewalk _repairs_. Someone did ask about tearing up a sidewalk and make 
a new front garden, which would be under the PHC's purview.
