Hi John and all Well, that's a really tough problem. We've dealt with it here too - finding used wrappers AND the actual used condoms (ewwwww) in our alleyway, right under the very bright security light installed! Of course, we have what we consider a "nuisance" bar on the corner too, so that adds to the problem.
Keep calling the police, ask to have it put on their roll call so they will patrol the area on a regular basis. Also, contact UCD - they have helped alot with their foot/bike patrols with finding drug bags in our front garden, the bar noise, etc. Hope these suggestions help.
