I don't know of a City of Philadelphia site but Ed Goppelt's Hallwatch,The Board of Revision of Taxes site is the City's source.
http://www.hallwatch.org, has a very good site for BRT information. If
you go to http://www.hallwatch.org/proptax and select "Property Taxes by
Block" you can see what others on your block have been assessed.

It will tend to have slightly more current information. Ed's site is only updated on a periodic basis - whenever the BRT publishes the info - but the BRT site "theoretically" has transactions posted to it as soon as the transactions are "posted." I've heard that the time between a sale's registration at the Prothonatory's Office and the BRT update is now running anywhere between several days to 18 months. It is "supposed" to be no more than 3 weeks.
