It looks to me like this is a bike lane that was never finished...I personally don't think that it's "clearly marked" as a normal driving lane, given the diagonal lines that start out at the beginning of each block. I guess I'm a bit biased, however, since some idiot ripped off my rearview mirror when I was parked on Chestnut one time...of course there was no note.
