It was FRANK Murphy of Squirrel Hill Community Assn. who led the Group Homes 
Committee of the University City Community Council, during the development of 
the Good Neighbor Policy between care providers and University City community 
associations.  The current chair of the Group Homes Committee is Dan Safer of 
Powelton Village Civic Assn.  Each community assn. has a "point person" who 
attends  group home committee meetings.  

I'm not sure Dan is on the listserv and has been following the long 
discussion on this topic, though I did forward the original email from Betsy 
Magill to him.  I'll copy both him and Frank Murphy here, and the rest of you 
can ask them questions, if you'd like.
