I had the same problem, exacerbated by the fact that my neighbor has several outdoor cats. I got a device called a scarecrow from an outfit called Lee Valley http://www.leevalley.com/. It's a motion detector hooked up to a hose, when a cat breaks the beam it gets a 30 second spray from the hose. The trick is to stay clear of it yourself, but it has worked miracles on the cats in my yard. Squirrels sometimes get sprayed too depending on how sensitively it's set. Anyway, it's a whole lot better than the deer netting I had down on every service that wasn't planted and might be used as a litter box.
