Chestnut doesn't have a bike lane until you get down by Penn.  In the morning rush hour it can get pretty hairy when folks park on the south side of the street between 38th and 46th, even if they aren't supposed to before 9:30.  It seems like a perfectly reasonable solution to jump on a wide sidewalk for a few feet or even a block when there are no pedestrians present.  Not only can it be dangerous, but I always feel bad for slowing down traffic in the middle of rush hour.  I've been on the driver's side and I know how frustrating it can be.  If I can be considerate of drivers by riding the sidewalk and not scare/hurt pedestrians, that is the path that I take.  I think the point is well taken that there needs to be a lot more consideration for pedestrians.  However, I think it is also valid that there shouldn't be absolutes.  Though that is what the law states, I think it is reasonable to enforce the ! law based on the situation.
