Setting large, obvious, clearly labeled, and nicely decorated "butt bins" in
places where smokers congregate has helped in the past.  Granted, i've never
had quite your problem, but it's worth a shot.  Perhaps you could put them
on the neighbors' doorsteps?

*grin* I think i'll try your method with the litter.
