Summer's here, and in this neighborhood, it means that the top floors of our homes get unbelievably hot. I'd like to get some intelligence on how to cut down on my housemates' air conditioning bills.

Obviously, one project would be to insulate the area below the room-- perhaps blow in some cellulose or something that'd cut down on the transmission of heat both ways.

But after that, well... The idea of putting in a central-air system is tempting, but it'd be extremely expensive, what with the power, the heavy equipment, the ducting, etc. I am considering installing a whole-house fan, which'd be a lot less, but I'd like to know how well I could expect a whole-house fan to cool things down.

If anyone has a whole-house fan, and can tell me how well they work-- or has installed central air, and can share some warnings or horror stories-- I'd be grateful.
