The worst neighbors I ever had were a family of more than I could count in a
large 3 story house in North Philly (Feltonville). They were all related
with many generations under one roof and human and dog feces in the back
yard. Not to mention the big fights (pre Jerry Springer).  Across the street
was another very large family that thought it was OK to burn their trash on
their front lawn and fist fight in the middle of the street with each other.

Big parties are nothing compared to domestic violent crime and filth like no
college student, who has the money to goes to Penn, could make and live in
everyday.  

I say repeal the biased law. Who's gonna start the petition?
