Kids and pets need lawns. Kids can't play 
ball games in a garden.

I disagree, green grass is soothing to look
at and great for picnics! 

However, flower gardens are beautiful!

My God, man, one doesn't have to mow grass or scythe lawn if one just
grows
a perennial garden; it will take care of itself eventually.  Geez, what

waste of resources is a lawn.  It's not even attractive to look at.  A
zen
garden with pebbles would be nicer visually.  Yuck, my pet peeve (one of
them anyway).

There's your problem right there ... not only does no one in Phila. 
scythe their lawn, (they mow the grass) but the idea that you pick up 
litter is a dangerous prescient to set...!
