I recommend this highly.  I went in April and now have a great batch of compost working in the backyard after throwing in our vegetable scraps and non-weed yard detritus all summer.  For a few years I've worked the little bits of compost I've had into a couple flower beds and it's amazing what it can do for typical West Philly soil.  I can't wait to start spreading around my official compost bin black gold.

Training programs are about two hours in length.  After completing the
workshop, Philadelphia residents are urged to join the Recycling through
Composting Team. Participants may pledge
to compost yard waste and report on materials diverted from their
household waste stream.
The signed pledge form entitles the household to one home compost bin
worth approximately $85.  Residents interested in attending a
