tony, putting aside the question of whether it's in anyone's best interest to allow an unelected, non-accountable, and non-representative entity to determine the fate of busnesses in an area, you can, in the meantime, examine your premise that the idea of a survey is "to see what the people in the neighborhood want" along with your deduction that "they have an idea of what people want" and your conclusion that all this "encourages people to get involved." here is what the survey of lancaster avenue states:




a total of 691 surveys were received. of these,

  49  were completed on the street,
  87  were mailed in,
  24  were completed at community meetings
  12  were from other mail-in sources, and
 523  online

the survey explains: "drexel students received emails regarding the availability of the online survey [posted on ucnet.com]"


of the 523 online respondents:


  36.2% live in powelton village
  25.2% live in "institutional core": penn, drexel, hup
  13.8% live south of market (spruce hill, garden court,
          walnut hill, cedar park)

   1.6% live in saunders park
   3.0% live in mantua
   2.2% live in west powelton
   0.8% live in belmont/millcreek


the survey explains: "relatively few respondents live in neighborhoods to the west (west powelton, belmont, mill creek) or north (mantua). we believe that residents of these neighborhoods are more likely to patronize lancaster avenue business on the blocks west of 40th street. this area contains a wide range of small shops and services oriented to the needs of low- and moderate-income families rather than university students or staff."

the survey goes on to say: "residents of spruce hill, garden court, walnut hill, and cedar park comprise nearly 14% of the online respondents. it is likely that this group includes drexel and penn students who do not reside in powelton village or saunders park but are familiar with ucnet.com as an information source."

the survey continues: "most respondents (72%) are renters or live in university dormitories... this is not surprising, given the high percentage of college students answering the survey online."

and: "overall, more than half the respondents (56.5%) were under age 25"

and: "[overall], over 71% of all respondents were white"

the survey explains: "over 63% of the online respondents were university students (mainly from drexel, but about 10% from penn)... persons answering the survey are not a random sample of existing or potential shoppers, but the results suggest the importance of the student market in this portion of lancaster avenue."
