My response was meant to address fxwâs anger about what he/she perceives as 
lawlessness.

The PPD doesnât really enforce quality of life crimes. It takes a lot to move the 
PPD in to action about some crimes they perceive as trivial. Wilsonâs argument about 
"broken windows" was that if the police paid attention to some of the smaller stuff it 
would prevent the bigger stuff.
