OK, so we can all see you have your mind made up on this.  But given that there are dogs out there who, despite domestication, still retain some of their instinctive responses, who is responsible for the injuries that result when an unleashed dog can't be kept away from a dog on a leash who feels threatened?
I would ask you to reconsider keeping your dog on a leash when he is not restricted in a fenced area.  It's an "appropriate precaution" in my book.  And if you insist on letting him run free, at least take responsibility if he gets in a fight with another dog whether leashed or not.

Now come on. Dogs are DOMESTICATED ANIMALS. It is not like owning a "tame" tiger, a truly wild animal. Sure, they can be dangerous, but responsible owners should know if their dogs are dangerous and/or unpredictable and take the appropriate precautions.

What bothers me, are dog owners whose dogs, even when on a leash, are, to use their favorite word, "territorial." Dogs are social, pack animals by natureand are generallynot territorial (unless trained or bred to be so). A dog that is territorial has not been properly socialized, most likely because it has never been permitted to interact with other dogs, off a leash.

Dear Mr. Cass,

I am glad you admit your bias. I too have a bias, but it is toward people who think animals are an extension of people or that animals are entitled to share public spaces with people.

I have raised three dogs in my time, and at present own two cats, all whom I have loved and still love as if they were my kids.

However, I do realize they are animals and that animals are not people.

No matter how well one thinks they can control a dog, if a dog has a mind to attack he can be a formidable adversary for the owner or anything he chooses to attack. They have strength that humans do not possess and teeth they know how to use in ways in which humans are not accustomed.

They live a world of sights, smells and sounds that differ vastly from the human senses.

There are ways animals can be unpredictable and can be set off by things that escape our notice; ergo leash laws. It's not a personal affront to people, but for the common good.

Hopefully, people will understand my comments are meant in the proper spirit.

Sincerely,

Wilma de Soto

I wasn't commenting on the legality of allowing dogs off the leash in Clark Park.

I would add that there are many things that are "unlawful" that otherwise law abiding people routinely do -- rolling through stop signs, exceeding the speed limit, and jay walking are three examples that spring to mind.

I am sure that people who permit their dogs to run free in Clark Park are aware that there is a leash law in Philadelphia and choose to ignore it. I, personally, do not believe that the enforcement of the leash law in Clark Park is an efficient use of scarce police resources. Then again, as a dog owner, I have a bias.

Esquire Cass,

Unfortunately, your analysis is misleading.
Dogs off the leash are against the law. So whether or not there are, "
dog owners who believe that they have the right to exercise their dogs in Clark Park so long as they clean up after them and control their behavior"

they're still breaking the law.

You should know the law.

Sincerely,

Mr. FXW

With all due respect, I think the logical jump from killing a squirrel to killing a child is a bit extreme.

I don't see much room for compromise on this subject. There are certain people who do not like dogs generally, and really don't like dogs that are not on leashes. On the other side, there are dog owners who believe that they have the right to exercise their dogs in Clark Park so long as they clean up after them and control their behavior.

Dear Kate,

Thanks for the link to the Roll Call complaint. I am going to use it to make a RCC about the dogs left to run loose in the bowl at Clark Park.

The use of the bowl by the dog owners is lawless and dangerous.Last week one of the dogs ran up from the bowl and killed a squirel righ by the tot lot. Next time it could be one of the kids!

I'm posting this complaint on the listserve mainly so my friends in this online community will be on notice. I'm mad as hell about the dogs, and I'm not going to take it anymore!

There is no right to own an animal, and the park is not a dog park.

P.S. Does anyone know what happened to UC DOG? http://www.ucdog.org/
