PHILADELPHIA (AP) A City Council committee voted to approve a bill that would forbid restaurants that sell take-out malt liquor and beer from opening in certain parts of the city.
The full Council could consider the bill, sponsored by City Councilwoman Jannie Blackwell, as early as next week. The Council's Rules Committee voted 5-0 on Wednesday to recommend the bill. The bill would prevent so-called "stop-and-go" stores from opening in sections of West Philadelphia, South Philadelphia and the city's downtown area. It would not affect stores and restaurants already in operation, Blackwell said. Blackwell said some of the thousands of similar stores in her district attract drug-dealing and drinking. Also Wednesday, the Council committee voted to table a bill that would have banned large retailers such as Target and Wal-Mart from opening big-box stores in the city.
