I can't imagine that anyone will let it reopen as a licensed personal care home, 
unless it was sold and renovated head to toe.  It had an incredibly long and 
troublesome history.  But that wouldn't stop someone from turning it into a regular 
boarding home (no personal care) or apartments.  The physical plant issues are 
intense, and I can't imagine it getting past even L&I without a ton of money poured 
in.  If it's the same owners still then I doubt much will happen.
