I really wish that, when people wrote articles about this debate, they'd try to talk to critics other than Al Krigman. A bill proposed in the City Council by West Philadelphia Councilwoman Jannie Blackwell has put residents and realtors on opposing sides of debate over the preservation of historical districts and buildings.
The measure would shift the power to determine the historical value of the city's districts and buildings from the Philadelphia Historical Commission to the City Council and would remove many parts of West Philadelphia from eligibility in the program.

Most of the better critical material about the HD proposal has been written by Sharrieff Ali and myself. And we do _not_ argue from the standpoint of landlords with multiple properties. We argue from the standpoint of homeowners, who would be effectively _penalized_ by HD restrictions. We also address the problems of the designation process (the lack of democratic review is a BIG issue), and we have developed a set of suggestions to rectify these problems as well.
