There is a dog run on Chester ave around 49th(?), it costs something, but if you have a dog that needs to run it might be worth it.

A fence will collect trash. Let's just get back to the idea of putting
a legitimate dog run in the section of the park between Chester and
Baltimore. They'll still be a fence, but not as big.
