Permit parking is the choice of those who live on the block. Sign a petition and get it and pay the parking authority for your permit.
When I lived in center city I had permit parking and ended up getting booted because of parking authority mistakes (impossible to fight because of a catch 22). I would not recommend inviting the parking authority onto the block.

permit parking requires 70 % of all residents to sign form and submit to the
authority that we did not elect to have authority... The signage of this
form can be chalenged but good luck ....
