I mean, this is common sense!"   One thing to remember...common sense is NOT common anymore and courtesy in general seems to be on life support.   We know exactly how you feel with the little ones carrying on late at night, people screaming at each other -- we live next door to a small-ish apartment building, the sound just bounces off the walls between the two properties.  So anything that is already loud (screaming children, loud boomboxes rattling the window frames, etc.) just sounds louder - like it's in your living room instead of next door.  And sound does travel around here, so what may sound like it's coming from next door or even a few houses away could be a block away.   Hope you can find a solution soon.  Being kept up by others being oblivious, inconsiderate or just plain rude stinks!
