This product is a common lawn food called Green-Gro. Children and dogs actually don't like to eat lawn fertilizer so instances of toxicity are very rarely reported. Most of America's lawns are dosed with the same or similar stuff; it is engineered for mass-market safety. After a good rain it washes into the soil. The contractor has been applying the same treatment to the park every spring for several years now. I see no grounds for worry.
