I discovered this morning that the markings designate sidewalk on 46th and Hazel that is being replaced, presumably by the property owner.

It seems to appear as a run-up to the Water Dept's tearing up the streets for new water & sewer lines. A guess (in case this turns out to be the usual misinformation I've been so often accused of promulgating) is that the markings let the contractor know where the electric and gas lines are buried.
