I agree. Studies show that people in lower economic groups are more likely to letter. It correlates to education. Since most of the users of the park are in the lower socio-economic groups ... these are the people who litter.
Am I entitled? No ... I happen to pick up my trash and some of the trash of others. If I'm paying for services, I expect service. Since the service isn't happening, why should I pay?
Maybe we should use the schools as a means of reaching out to those children whose families are too poor, or too dumb to know not to litter.

outside organization to pick up your trash for you? Give us all a break with
the whine and cheese about the "white liberal elite...". Pick up your own trash
(like civilized human beings do 99% of the world over), and if you don't like
being around dogs off leash, walk somewhere else. There is a great big world
out there waiting to be explored.
