Is there any definition of a "community group". It seems that I could get together with my next door neighbor and my friend who used to live around the block (but now lives in Cape May) and call ourselves a Community Group. Which is fine with me; freedom of association means we can get together and form groups and call ourselves whatever we want, and freedome of speech means that this group can petition the government. If the government assumes that these three people actually represent the neighborhood, that's their problem. The community still gets a chance to vote it down. or through a petition signed by 30 percent of property owners who live in the community.
