Yes, Cell Phone recycling IS a problem. This outlines the issues:

The implication is -- ONLY phones recycled through GRC are not shipped overseas to be "recycled."

Interestingly, if you Google for "cell phone recycling" there are numerous "sponsored links" such as "Learn How To Start & Profit From Cell Phone Recycling Business aff."

By the way, this issue is not solely an Electronics Issue. All "Third World" recycling is rife with similar situations. Shipping is probably the most widely documented. Scrapped ships are simply run-aground on a beach and the locals sent to cut the ship up any way they can. The reports have not been pretty.
