I've been looking for an analysis of the Philadelphia ballot question: "Should the city of Philadelphia borrow $76,251,010 for and toward transit, streets, sanitation, municipal buildings, parks, recreation, museum, and economic and community development? Vote yes or no."
...and I can't find any breakdown of this issue in any of the papers. What does this really mean? If we vote yes, does that mean the state will not be pressured to adequately fund SEPTA and other issues listed in the question? I really hate these ballot questions because they are so easy to misinterpret.
