This is not totally accurate. Voter registration forms used in Pennsylvania request information (blocks 4a & 4b) regarding voter name, address, and year on/of previous registration. This enables the counties to make name changes (marriage) and polling place changes.
 
There are additional tracking measures available, including City Commissioner employees physically inspecting buildings and confirming residencies. This practice is rarely executed in Philadelphia, even after a request is made with the Commissioner's office.
