They are privately employed but they do have full law enforcement powers. They
can issue citations and make arrests. They are also able to carry firearms on
Penn's campus.
The Penn Police force is a "sworn force." (The same training and oath as is taken by the State Police, I believe. Which is similar to, but different from that at the Philadelphia Police Academy.)
If I remember correctly, the Penn Police are the second largest such sworn force in the State, the Philadelphia Police department being the largest. (Yes, my understanding is that the Penn Police force is larger than the Pennsylvania State Police.) They can carry firearms anywhere in the City or State, not just on Penn's Campus.
Other entities in the area, Drexel, Amtrack, USP, Housing Authority and the School District, are not sworn officers and do not have arrest authority. (That may have changed for Amtrack after 9/11, but I don't know.) I was told that Temple's force is also a sworn force now, but don't know that for certain.
The Penn Police split "routine" enforcement duties with the 18th district as far west as 43rd Street (Market to Woodland.) This was set-up back when Williams was Police Commissioner to allow a dramatic increase in patrol activities in the areas of the 18th, by significantly increasing the number of available officers.
