   A computer like this is fine for someone who wants to go on the Internet  
   principally to have email capability. And a place like the Second Mile 
Center  
   sells machines of this vintage and capacity in the $25 to $50 range.

I doubt that you could run anything more recent than Windows 95 on
this box, and Windows 95 is very insecure.  So, it is *not* suitable
for internet work.  It would be OK for someone who wants to run Word,
Excel, games etc, without going online.  It might be a good machine
for games and educational software for a young child (without a
network connection).
