The frenzied response your described is more consistent with the "element" plugging a Little Paris Hilton. As they say on the Force, no sense in getting all worked up about a victim unless they are a "taxpayer."
True, we've all seen this, but the Little Paris Hiltons aren't Philadelphia taxpayers, and neither is their university, except voluntarily. We, the West Philadelphia homeowners and wage and business privilege tax payers, pay millions of dollars to provide city services for them. (And so do the faculty and staff of the local universities.)
