To enhance the safety of pedestrians and motorists, the City of Philadelphia has installed NO-U-TURN signs along 38th Street from Civic Center Blvd. up to Chestnut Street. These traffic regulations will be strictly enforced by Philadelphia and University of Pennsylvania Police.
They will undoubtedly be as strictly enforced as the "No Turn on Red" signs are.
The best place to watch 38th Street U-turns is at Walnut where southbound folks on 38th whip around to enter the parking garage there.
The second best place to watch is at Chestnut where folks who have just left the parking garage (and are forced to go north) whip around to go south.
