[UC] Appropriate Topics?

I'm new to this list, so I thought I'd take this moment to ask: What 
*is* considered on-topic here? What *isn't*? The "welcome to the list" 
email doesn't address the issue at all.

Also, in re: to overwhelming email boxes, is there a digest version of 
the list? If not, could one be set up? I believe that the majordomo 
system allows for digests (I have that option for other majordomo 
mailing lists I subscribe to), but I don't know the hassle-level of 
setting it up.
