To the list: I have had my own problems with bizarre parking tickets given for NON offenses.
Right now, the local parking police have another target. Two days ago There was a disastrous fire that consumed a car on Walnut just east Of 38th. (I don't know the cause of the blaze that left the vehicle A blackened hulk.) The burned out shell with windows shattered and tires melted is next to the curb on the south side. The helpful parking authorities have been ticketing It -- AS IF it were an illegally parked vehicle that the owners could and Should drive to another parking place.
