Sure it could be. Pose a written question to Mr Stuart regarding his vision for UCHS and the concepts he plans to apply to both organizational and community leadership. Do it on this list via e-mail so it becomes a publicly visible process.

As a professional development officer he may lead the UCHS to a financially and organizationally stronger institution, or he could be nothing more than a sophisticated institutional shill for the Trustees. Ask him, if he would prefer to use a non-Trustees' owned e-mail address.
